Abstract

This article examines the legal mechanisms for ensuring the security of personal data and liability issues in this area in the context of digital transformation. It analyzes the legislation of the Republic of Uzbekistan on the protection of personal data, as well as the legal foundations for the collection, storage, processing, and use of such data. The article also addresses contemporary forms of threats to personal data security and highlights legal issues related to the unlawful dissemination of personal data and unauthorized access to or use of such data. Furthermore, drawing on foreign experience, particularly the European Union’s General Data Protection Regulation (GDPR) No. 2016/679, the study examines mechanisms for ensuring data minimization, transparency, accountability, risk-based security, and the rights of data subjects. The study concludes by putting forward scientific and practical proposals aimed at improving national legislation, enhancing the effectiveness of liability measures, and strengthening the protection of personal data in the context of modern digital technologies.
